Illegal Immigration Reform Bill

I have written a bill to finally (hopefully, but I doubt it) solve the illegal immigration problem we have in this country.

Sorry, I don't use WHEREAS, HERETOFORE, etc...this is in plain english.

1. Anyone coming into the United States of America without proper documentation (Visa, citizenship papers, etc) are felons.

2. Anyone currently residing in this country without proper documentation are felons.

3. Anyone found guilty of this crime will be subject to spend 5 years in prison and/or pay a fine of $20,000. This is the minimum.

4. The home nation of the person convicted will be billed all costs to house and feed those convicted, either through real money, lessening of foreign aid, or international trade benefits.

5. Anyone aiding and abetting any illegal immigrant, at any time, if convicted will be subject to 10 years in prison or a $30,000 fine. This is the minimum.

6. Anyone without proper documentation will have a 6 month window to leave the country without incurring any penalties.

7. Amnesty in this bill will not be given unless 4 items are completed.
a. Service of a minimum of 4 years in any branch of the US military.
b. Passing an English speaking and writing exam.
c. Severing all ties to their home nation, before military service, and becoming a US citizen only after completion of Citizenship paperwork and oath.
d. Passing the current Citizenship Exam.

8. Once these 4 items are completed, they will be considered to be US citizens with all rights due to them.

9. Until these 4 items are completed, no rights aside from those of an International Citizen will be extended, with the exception of being under the UCMJ during military service.

10. Anyone who knows of a person in the US illegally is required to notify, or turn them into the Immigration and Naturalization Service, Border Patrol, Federal or local police departments.

11. All hospitals are required to be shown proof of citizenship before any treatment can begin. If not proof is shown, they are required to notify the INS, Border Patrol, or federal or local police immediately and not allow the person to exit the premises until taken into custody.

12. Anyone in the US illegally that is detained by the police for any crime, misdemeanor or felony, are required to notify the INS, or Border Patrol immediately to begin processing.

13. Any Government service is hereby denied without proper citizenship paperwork.

14. Proper citizenship paperwork consists of a birth certificate, Social Security Card, and proper State or Federal issued ID card. Naturalized Citizenship paperwork consists of any documents given by the US Government. Any suspected forgeries are to be reported to the FBI or Secret Service, depending on the type of paperwork offered.

15. Government Service is any agency who receives any money from the Federal, State, County, or City Government.

16. Any Government agency that does not abide by the above rule is subject to losing any and all government funding.

17. Any business that employs any illegal immigrant will immediately lose any and all tax breaks as well as suffer a $100,000 fine for the first illegal immigrant, $500,000 for the second, $1,000,000 for the third, $5,000,000 for the forth, and $5,000,000 for each additional illegal immigrant employed. In addition, the employee who hired the illegal immigrant will be jailed for a minimum of 5 years for each illegal immigrant hired.

18. The immediate hiring and training of Border Patrol Agents and INS Agents is demanded. Final personnel numbers for Border Patrol Agents will be equal to one agent for every 300 feet of land border area. Final personnel number for INS agents will be equal to one agent for every 10 miles of land border area.

19. An immediate training of Volunteer Border Watch personnel is demanded. The total is to be the difference between the total number of Border Patrol Agents required and the current at the time number of Border Patrol Agents. This number will be decreased as more paid Border Patrol and INS Agents are trained.

20. All funding for this must be offset from cuts to existing government programs. All funding on the Federal level will be taken from Federal programs. All funding on the State level will be taken from State programs. Same for County and City levels.
